Secretary of State Condoleezza Rice questioned on Monday what P.A. Prime Minister Ismail Haniyeh (Hamas) meant by the word "resistance," which Israel considers a euphemism for terrorism."I am not going to try to interpret what the right of resistance means, but I'll tell you it doesn't sound very good to me when one talks about all forms of resistance," Rice said. "So I would put the question to the Palestinian government and to its prime minister -- do you mean the right of resistance by violence? And let's get an answer," she added.

Last November, the P.A. committed itself to a ceasefire with Israel in the Gaza Strip. Since then, however, Palestinian terrorists have launched 185 rockets at Israel from the Gaza Strip, with more than 150 of them landing inside Israel, the army said.The Israeli army also has uncovered more than 40 explosive devices along the border fence between Israel and the Gaza Strip, the Jerusalem Post reported on Tuesday.

Foreign Ministry spokesman Mark Regev said that Israel is "very concerned" about Haniyeh's speech, which "justifies terrorist acts." (Haniyeh told Palestinian lawmakers on Saturday that the Palestinians will use "resistance in all its forms.") There is a "very real terrorist threat" that isn't going to go away, Regev said. Hamas has given no indication that it is going to moderate its position. It stubbornly sticks to its commitment to violence and terrorism, he said.

The formation of the unity government is a problem, Regev said by telephone. Some moderate Palestinians have given legitimacy to Hamas by acting as a "fig leaf" for the extremists, he said. Nevertheless, he said Israel hopes it will be possible to work with Palestinian Authority President Mahmoud Abbas (of the Fatah faction) to move the peace process forward.

Responding yesterday to U.S. Rep. Joe Barton, R-Texas, and former House Speaker Denny Hastert, R-Ill., the Czech leader said: "It becomes evident that while discussing climate we are not witnessing a clash of views about the environment, but a clash of views about human freedom."

"As someone who lived under communism for most of my life I feel obliged to say that the biggest threat to freedom, democracy, the market economy and prosperity at the beginning of the 21st century is not communism or its various softer variants," said Klaus, responding to questions posed by the two lawmakers. "Communism was replaced by the threat of ambitious environmentalism."

He added, "The so-called climate change and especially man-made climate change has become one of the most dangerous arguments aimed at distorting human efforts and public policies in the whole world."
"I warn against adopting regulations based on the so-called precautionary principle which the environmentalists use to justify their recommendations, the clear benefit of which they are not able to prove." Klaus added,

Last month, Sen. James Inhofe, R-Okla., ranking member of the Senate Environment & Public Works Committee, congratulated Klaus for speaking out against the fears of man-made global warming.
"President Klaus is to be commended for his courage in speaking not only the truth about the science behind global warming fears, but the reality of the politicization of the U.N.," Inhofe said. "President Klaus's reported comments questioning the fears of catastrophic man-made global warming are in line with a growing chorus of scientists, peer-reviewed literature and government leaders who are finally realizing the true motivations behind climate scares.

The scientific and political momentum is clearly shifting away from climate alarmists to climate realists," Inhofe said.

Last week, Poland's education ministry outlined the bill to ban "homosexual propaganda" in schools and to sack teachers promoting such "culture". HRW said the proposal would "punish anyone who promotes homosexuality or any other deviance of a sexual nature in education establishments".

"Schools should be training grounds for tolerance, not bastions of repression and discrimination," the letter said. It also stressed that the ban "would deprive student of potentially life-saving information" on Aids/HIV.

On Saturday, more than 10,000 teachers marched in the capital, Warsaw, protesting against the government's education policy and demanding pay rises. The demonstrators demanded the dismissal of Education Minister Roman Gietrych, accusing him of ignoring teachers' groups and increasing intolerance.

Mr Gietrych heads the small, right-wing and ultra-Catholic League of Polish Families party, which has been accused of being homophobic. The BBC's Adam Easton in Warsaw says homophobia is common in Poland, which is deeply Catholic.

Five of its "top 10" are in Asia, such as the Yangtse, Mekong, and Ganges, though Europe's Danube and North America's Rio Grande are also included. WWF says governments should see water as an issue of national security. Its report is issued in advance of World Water Day (22 March).

"The world is facing a massive freshwater crisis, which has the potential to be every bit as devastating as climate change," said Dr David Tickner, head of the freshwater programme at WWF-UK.

"We need business leaders and governments to recognise that climate change is not the only urgent environmental issue that needs to be dealt with, and that they need to take notice of this freshwater emergency and act now, not later." WWF says governments need to protect rivers better, and ensure water is allocated to users equitably and sustainably, while industries which use a lot of water should seek ways to minimise the amount that they extract.

The insect carries a gene that prevents infection by the malaria parasite. The scientists also inserted the gene for green fluorescent protein (GFP) into the transgenic mosquitoes which made their eyes glow green. This helped the researchers to easily count the transgenic and non-transgenic insects.

In the laboratory, equal numbers of genetically modified and ordinary "wild-type" mosquitoes were allowed to feed on malaria-infected mice. As they reproduced, more of the GM, or transgenic, mosquitoes survived. After nine generations, 70% of the insects belonged to the malaria-resistant strain.
For resistant mosquitoes to be useful in the wild, they must survive better than non-resistant mosquitoes even when not exposed to malaria.

Even so, the researchers concluded: "The results have important implications for implementation of malaria control by means of genetic modification of mosquitoes." GM mosquitoes that interfered with development of the malaria parasite would make it more difficult for the organism to become re-established after it had been eradicated from a target area, they said.

Malaria, spread by the single-celled parasite Plasmodium , is endemic in parts of Asia, Africa, and central and south America. The organism is passed to humans through the bite of the Anopheles mosquito. Each year it makes 300 million people ill and causes a million deaths worldwide. Some 90% of cases are in sub-Saharan Africa, where a child dies of malaria every 30 seconds.

Dr Michael Antoniou, reader in molecular genetics at Guy's, King's and St Thomas' School of Medicine, said use of humans was "irresponsible and totally unethical, especially when already ill subjects were enrolled. These people truly were guinea pigs." Other scientists said the trials were too short, on too few people, to give meaningful results of long-term effects.The experiment is described in a hitherto unpublished report by the Nutrition Institute of the Russian Academy of Medical Science, done "by agreement with Monsanto Company" in 1998.

The report says "10 patients suffering from hypertensive disease and ischemic heart disease" were fed a pound of the Russet Burbank potatoes - modified to resist Colorado beetles - every day for three weeks, and monitored.

It goes on: "A certain risk of GM food products for human health does exist, as there can be by-effects of inserted genes besides the designed ones." The report describes the patients as "volunteers" and says they liked the GM potato so much they all "expressed their intention to consume it at home". It recommended the GM potatoes "can be used for human nutrition purposes in further epidemiological research". The report says the rats, tested over six months, suffered "increases of kidneys' absolute weight" when compared to ones fed conventional potatoes but that all changes were "within permissible physiological fluctuation".

But Dr Irina Ermakova, of the Russian Academy of Science, calls the GM potatoes "dangerous" for rats, adding: "On this evidence, they cannot be used in the nourishment of people". Tony Coombs from Monsanto UK said in a statement: "Potatoes genetically improved to prevent Colorado beetle destroying the crop have already been consumed, as safely as conventional or organic ones, in North America for years."

A cross-party working group has been set up to try to find a compromise and a way to allow Catholic agencies to keep working under the new law. The Equality Act (Sexual Orientation) Regulations are aimed at outlawing discrimination against gay people by businesses and service providers. The government has refused to allow faith-based agencies an opt-out, and has instead given them a 21-month transition period, from April, when the rules are due to come in.

The Catholic Church says it will have to shut its agencies, which handle some of the most difficult-to-place children, after that - rather than go against its beliefs. Earlier the Catholic head of England and Wales, Cardinal Cormac Murphy-O'Connor, said the government was rushing through the regulations - after MPs were asked to approve them without debate.

He accused the government of "an abuse of parliamentary democracy", adding: "Profound public concern about aspects of these regulations has not been heard."

The plan is to "design and build airplanes that can carry more than 150 passengers and compete with Airbus and Boeing," the state-run China Daily said in a report. The newspaper characterised the move as "a major strategic decision" and said the project will begin "as soon as possible."

China Aviation Corp I, a major aerospace company, said earlier this month it was looking to develop a new generation of aircraft engines to reduce its reliance on foreign manufacturers. "As a country with a huge demand for large-sized planes, it is absolutely unimaginable to rely on imports of aero-engines for long," Liu Daxiang, the company's deputy chief of science and technology, told the China Daily.

China's new-generation engines must be more powerful than those in use in current Airbus or Boeing aircraft, Liu said. According to the latest market outlook from China Aviation Corp I, China will need 2,230 large aircraft by 2025.

Many countries in Europe and North America have been able to reverse centuries of deforestation and even, in some cases, increase their forest cover, according to the UN's Food and Agriculture Organisation (FAO). But the global picture is blighted by uncontrolled felling in poorer countries - home to the majority of the world's forests.

"Many countries have shown the political will to improve forest management by revising policies and legislation and strengthening forestry institutions," said David Harcharik, FAO's assistant director-general. "Increasing attention is being paid to the conservation of soil, water, biological diversity and other environmental values."

But researchers from the FAO, which releases an annual survey of the world's forests, found that enormous tracts are still disappearing from the developing world. "Countries that are facing the most serious challenges in achieving sustainable forest management are those with the highest rates of poverty and civil conflict," said Mr Harcharik.

Europe currently has the best track record in preserving its forests with some countries showing an increase in their forest cover. In the United States and Canada, meanwhile, forest cover is considered stable. The report's authors found that improved legislation and conservation practices within the industrial world had led to the net loss of forests decreasing over the last decade from 22 million acres to 17 million acres.

Forests in the developing world still suffer from widespread deforestation primarily caused by unregulated slash and burn farming practices and uncontrolled forest fires. "Deforestation continues at an unacceptable rate," said Wulf Killmann, a forestry expert at the FAO who helped compile the report, adding that the world currently loses approximately 32 million acres of forest cover a year.
Disappearing forest cover

* Global forest cover amounts to just under four billion hectares, covering about 30 per cent of the world's land area. From 1990 to 2005, the world lost three per cent of its total forest area - 0.2 per cent a year.

* From 2000 to 2005, 57 countries reported a rise in forest area, and 83 reported a drop. Net loss at 7.3 million hectares a year.

* Ten countries account for 80 per cent of the world's primary forests, of which Indonesia, Mexico, Papua New Guinea and Brazil saw the highest losses in primary forest in the five years to 2005.

The rise in atmospheric temperatures caused by global warming cannot account for the relatively rapid movement of the glaciers into the sea, but scientists suspect that warmer oceans may be playing a role.

"There is a possibility that heat from the ocean is somehow flowing in underneath these glaciers, but it is not related to global warming," said glaciologist Duncan Wingham of University College London. "Something has changed that is causing these glaciers to shrink.

To begin with, those who believe the dire warnings of today's establishment press should know, as U.S. Sen. James Inhofe has pointed out, that "for more than 100 years, journalists have quoted scientists predicting the destruction of civilization by, in alternation, either runaway heat or a new Ice Age."

Believe it or not, over the last century America's major media have predicted an impending global climate crisis four different times each prediction warning that entire countries would be wiped out or that lower crop yields would mean "billions will die."

In 1895, the panic was over an imminent ice age. Later, in the late 1920s, when the earth's surface warmed less than half a degree, the media jumped on a new threat global warming, which continued into the late 1950s. Then in 1975, the New York Times' headline blared, "A Major Cooling Widely Considered to Be Inevitable." Then in 1981 it was back to global warming, with the Times quoting seven government atmospheric scientists who predicted global warming of an "almost unprecedented magnitude."

The latest figures from the UN's population division predict a global upheaval without parallel in human history over the next four decades. There will be billions more people in Africa, Asia and the Middle East. Of these, tens of millions will migrate to Europe and America, while the indigenous populations of most countries in the rich world will either stagnate or decline.

In total, the world's population will grow by 2.5 billion and reach about 9.2 billion by 2050. This increase - almost all of which will occur in Africa, Asia and the Middle East - is the equivalent of the global population in 1950.The UN predicts the steady depopulation of vast areas of eastern Europe and the former Communist world, as a result of high levels of emigration and birth rates running persistently below replacement levels.

Bulgaria's population will fall by 35 per cent by 2050. Ukraine's will plummet by 33 per cent, Russia's by one quarter and Poland's by one fifth. There will be 10 per cent fewer Germans and seven per cent fewer Italians.
The UN's population predictions have proved largely accurate in the past. While the margin of error for these figures runs into the millions, the broad trends they disclose are undisputed.

Doctors also said the boy appears to have passed the infection to his mother, who has a much milder case of the virus in the smallpox vaccine, which is also called vaccinia. The virus is not smallpox, though it is similar enough to offer protection from that deadly disease, which was declared eradicated in 1980.

The boy's diagnosis last week has prompted a frenzy of activity and daily conference calls involving the federal Centers for Disease Control and Prevention, the U.S. Department of Defense, and the state and city public health departments. The U.S. Food and Drug Administration gave emergency authorization for the hospital to treat the boy with ST-246, an experimental drug for smallpox that is untried as a therapy in humans.

The smallpox vaccine fell out of general use in the 1970s, but the case could be a lesson for the U.S. military, which has vaccinated 1.2 million personnel against smallpox since 2002 amid fears of bioterrorism.
Officials say the general population could receive smallpox vaccinations in the event of a bioterrorist attack or other unforeseen exposure. For that reason, experts want to study the Indiana family to learn more about treatment and transmission of the vaccinia infection.

The boy's rash had spread to cover 80 percent of his body, said Dr. Madelyn Kahana, chief of pediatric intensive care medicine at the U. of C. He was going into sepsis, a devastating, systemwide infection rarely seen with viral cases. "In the later stages of [eczema vaccinatum], it can look like smallpox," said Damon of the CDC. The boy needed a ventilator to help his breathing because of the powerful pain medication he needed for the lesions.

Kahana said the boy probably will lose 20 percent of his outer skin layer, but she hopes he will recover without the need for skin grafts. She believes the case should be a lesson to the military, which must educate service members about the risks of the vaccines it requires them to take. "I think the information simply wasn't disseminated properly or impressed in a manner that was understood," Kahana said, "because I don't think anyone would knowingly expose their child to this."

The three attacks were carried out over the course of three hours on Friday afternoon, two of them south of the town of Fallujah and one northeast of the city of Ramadi. "Approximately 350 Iraqi civilians and six coalition force members were treated for chlorine gas exposure," said Lieutenant Roger Hollenbeck of the US-led Multinational Division West, based in Ramadi.

The area where the bombings occurred is a favoured base for fighters linked to al-Qaeda. In each attack, a suicide bomber detonated a vehicle packed with explosives and gas canisters near police and civilian targets in crowded areas. Brigadier General Abdel Karim Khalaf, Iraqi interior ministry operations director, suggested the bombings may have been carried out in response to recent government operations against fighters in Ramadi.

Fighters have modified their targets, adding gas bombs to their arsenal, after Iraqi and US forces recently launched a large-scale operation in and around the capital Baghdad to quell violence. There have been five 'dirty bombings' since January 28 in the western Anbar province, with two similar bomb blasts reported in the capital Baghdad.
